About the role

We are recruiting a Research and Policy Manager to lead BASE’s research, evidence and policy influence at a pivotal moment for employment and inclusion reform. This senior, outward-facing role suits someone confident in shaping research and evaluation, influencing policy, building partnerships and translating insight into practical system change.

The role will lead the organisation’s research, evaluation and policy activity so that BASE’s advocacy and public voice remain credible, evidence-led, impactful and values-driven. You will play a central role in shaping how evidence informs national and local policy and practice.

Role & Responsibilities

Key Responsibilities

  • Lead BASE's research, evidence and evaluation work strategically and operationally.
  • Build and steward a robust evidence base for supported employment and inclusive labour market approaches.
  • Translate research and lived experience into clear, persuasive policy positions.
  • Strengthen BASE's influence with government, funders and system leaders.
  • Embed learning, evaluation and insight across the organisation and wider sector.
  • Commission and manage external projects, researchers and academic partnerships where appropriate.
  • Support the CEO and Board with policy insight, briefings and strategic positioning.
Skills & Requirements

Requirements

  • Significant experience in research, policy, evaluation or impact roles.
  • Significant experience of delivering research projects and managing complex applied research work.
  • Experience translating research and evidence into policy or practice change.
  • Strong understanding of UK public policy processes relevant to disability employment, inclusion and supported employment.
  • Understanding of the social model of disability, social justice, inclusion and labour market inequality.

Essential Skills

  • Excellent analytical and critical thinking skills.
  • Strong quantitative and/or qualitative research capability.
  • Ability to communicate complex ideas clearly to diverse audiences.
  • Strong writing skills for reports, briefings and submissions.
  • Ability to build trusted relationships across sectors and power dynamics.
  • High level organisation and the ability to manage multiple priorities.

Nice to Have

  • Experience in disability, supported employment, skills or related policy areas.
  • Experience working with charities, social enterprises or membership bodies.
  • Experience commissioning or overseeing quantitative and qualitative research.
  • Experience using AI tools effectively in research.
  • Public speaking or media experience.
  • Ability to use CRM software and Microsoft tools such as Power BI.
