We are recruiting a Research and Policy Manager to lead BASE’s research, evidence and policy influence at a pivotal moment for employment and inclusion reform. This senior, outward-facing role suits someone confident in shaping research and evaluation, influencing policy, building partnerships and translating insight into practical system change.
The role will lead the organisation’s research, evaluation and policy activity so that BASE’s advocacy and public voice remain credible, evidence-led, impactful and values-driven. You will play a central role in shaping how evidence informs national and local policy and practice.
This is an opportunity to shape policy and practice at a national level and contribute to a growing, values-led organisation driving real-world impact across supported employment and inclusive labour market reform.

The Policy and Government Affairs Lead plays a key role in shaping how BASE influences policy and systems change. You will lead day-to-day policy development and government engagement, ensuring that evidence, lived experience and practice are translated into clear, credible and compassionate policy influence.
This is an outward-facing role focused on building relationships, influencing decision-makers and ensuring that the voices of disabled people and others facing disadvantage are heard where decisions are made. Working closely with the Research and Policy Manager, you will help strengthen BASE’s role as a trusted, values-led voice in national and local policy.
You will help connect policy ambition with real-world delivery and contribute to systems that enable fair, meaningful employment for all.

We provide individual education, training, and support across a range of activities including retail, horticulture and employability, delivered from inspirational places and supported by a passionate team.
Our Supported Internship programme offers a blend of classroom-based learning and hands-on experience within a real workplace environment including the Harington Gardeners and/or the Charity Shops.
As a tutor, you will play a crucial role in guiding and inspiring our pre-interns and interns as they journey towards meaningful employment. You will facilitate a supportive learning environment where interns are immersed in real workplace settings, receiving continuous feedback and honing their employability skills. Your dedication and expertise will equip our interns with the confidence and competencies needed to thrive in adulthood and competitive employment.
Main Duties and Responsibilities
To effectively plan and deliver an employability curriculum whilst embedding Maths and English content/qualifications at these levels.
Provide engaging teaching sessions that promote skills development, employability understanding and independence in the workplace.
Implement appropriate assessment, target setting, recording, reporting and evaluation of the progress of the interns and students you teach.
Identify interns skills to enable them to participate in a variety of work-based tasks to build marketable, competitive skills leading to employment.
Collaborate with the employers (Gardeners and Charity Shops) to create meaningful internship opportunities and facilitate successful work placements.
To work alongside job coaches to perform specific workplace analysis, job analysis, task analysis, and job matching activities.
To seek appropriate future employment consistent with the interns interests and skills.
As a personal tutor, be responsible for the emotional and social welfare of the interns.
Work with parents, local authorities and other supported internship stakeholders to support the progression of the interns and students you teach.
To demonstrate a commitment to the safeguarding of children and vulnerable adults in line with the policies and practices of Harington.

ECL is working on behalf of Essex County Council to deliver ‘Connect to Work’ for people who face additional barriers to employment, as part of the Government’s new ‘Get Britain Working’ initiative.
The Connect to Work Employment Consultant will provide end-to-end support for individuals seeking employment, including vocational profiling, job matching and in-work support. You take a provide person-centred approach to ensure individuals are matched to job roles based on skills and experience.
You’ll use your initiative, outstanding communication skills, and pro-active problem-solving ability to ensure successful employment outcomes are delivered and that contractual targets are met.
About You
To be considered as an Employment Consultant, you need:
A full and valid driving licence with own vehicle to travel
Experience of delivering to an employment service contract
Experience working in a target-driven environment in line with KPIs
To hold, or be working towards, a Supported Employment Diploma Level 3 (or equivalent)
Experience of directly supporting individuals into employment
Adaptable communication skills to work with both jobseekers and employers

Are you a passionate and experienced Employment Advisor dedicated to making a tangible difference in people's lives? We are seeking a highly motivated Senior Supported Employment Officer to join our dynamic Employment, Skills & Adult Learning service. This is an exciting opportunity to lead on delivering employment support for our Supported Employment programme.
As a Senior Supported Employment Officer, you will manage and support a caseload of clients facing significant barriers to work. Your primary goal will be to assist them in securing and sustaining high-quality paid employment that aligns with their preferences.
To be successful in this role, you will need prior experience in supporting people to access employment. You will be adept at building positive relationships with local employers, as well as key stakeholders, to generate referrals and create meaningful employment opportunities. The postholder will also work closely with individuals at risk of losing their jobs to help them retain their role, whilst also providing support to employers. You will need to be skilled at stakeholder engagement to ensure a steady flow of referrals to the programme, building positive relationships with local employers and partner organisations to create meaningful employment opportunities.
You will be joining an experienced and well-resourced Employment, Skills and Adult Learning service, adept at delivering all aspects of supported employment. We are committed to your professional development and will provide comprehensive training on the SEQF (Supported Employment Quality Framework) model.

Mon to Fri 36 hours per week – full time
Join our dedicated local authority team as an Employment Advisor on the Connect to Work team and support individuals who have been out of work for extended periods. You will be part of the employability team, working to break down barriers to employment and helping clients move back into work through exemplary case management, support, advice, advocacy, and signposting to relevant services.
Day-to-day of the role:
Manage a high volume or complex caseload, delivering job search processes for new and existing clients to support them into sustainable employment.
Motivate and support clients in their job search activities, including benefits assessments, developing realistic individual action plans, and offering job search support courses.
Deliver employability support under the IPS and SEQF models to both clients and employers, adhering to the Fidelity Scales within the Fidelity Assurance System.
Organise and coordinate employment interviews and referrals for training as necessary.
Develop and maintain an understanding of government initiatives around supporting disengaged, socially, and economically excluded clients.
Develop and deliver workshops covering a range of areas including CV preparation, interview techniques, and job application processes.
Work with clients to develop and update their CVs and personal statements, making employer introductions where appropriate.
Ensure all paperwork is completed by clients, maintain client files, track activity, monitor and update systems.
Produce weekly reports on caseload, achievement of outcomes, and maintain the correct level of audit material.
Required Skills & Qualifications:
GCSE education A-C level in English & Maths or equivalent.
Proven substantial experience in a recruitment or employment advisory environment.
Knowledge of the Welfare to Work benefits system.
Proficient in using ICT packages, including Microsoft Office Suite and databases.
Ability to organise own caseload and achieve employment outcome targets.
Understanding of issues that create barriers to employment and relevant supporting legislation/best practices, including information security and data protection.
Excellent communication skills, with the ability to tailor approaches to individual client needs.

Work Redbridge, the Councils employment support and job brokerage service is seeking a Team Leader to manage a team of Supported Employment Specialists to deliver our new Connect to Work programme in Redbridge. Connect to Work is a voluntary Supported Employment programme funded by the UK Government, as part of the Get Britain Working strategy. It aims to support people with disabilities health conditions, or those facing other challenges that affect their ability to get a job, to find suitable employment and progress into work. It will also help those in work but at risk of losing their job, to stay in employment.
This is an exciting time as we grow the team, and we are seeking a Team Leader who will shape our brand-new IPS and SEQF service from the ground up and help adults with disabilities and health conditions thrive in work. If you’re a strategic, passionate leader and ready to make a lasting impact, this is your opportunity to build something meaningful.
As an experienced Team leader, you will lead the team to design, implement and deliver new ways of working to meet the employment support needs of vulnerable residents. You will manage a team of Work Redbridge supported employment specialists (IPS or SEQF) to achieve positive outcomes for residents by managing the client referral and triage process, health integration, caseload management, rapid job search to secure sustainable job outcomes for residents and meet programme performance indicators.
You will have knowledge and experience of delivering supported employment practice such as Individual Placement Support (IPS) Fidelity and / or Supported Employment Quality Framework and leading the team to achieve high fidelity. The Team Leader will also manage a small caseload of clients to promote practice-based delivery through experience and learning. The role will promote economic well-being, tackle in-work poverty and reduce dependency on public sector resources, working collaboratively across Work Redbridge partners, including integration with Council teams, Health Services, Community & voluntary sector partners, and local employers.

Programme Overview
Connect to Work is a UK government-funded initiative that forms part of the Get Britain Working Strategy. It is aimed at supporting individuals with disabilities, health conditions, or other complex challenges in finding and maintaining good, sustainable work. Programme delivery will include an IPS (Individual Placement Support) or SEQF (Supported Employment) approach, tailoring the service to the individual. Local embedded community support will be key to delivery and engagement, and the contract will work alongside local partners, stakeholders and employers. Individuals can either self-refer or be referred by professionals.
Palladium is responsible for the contract in Berkshire working alongside key local partners.
Location and Salary
This is a hybrid role and time with the team in Berkshire is expected approx. 3 days a week to observe and support Advisors. In such instances, travel costs will be reimbursed by Palladium over and above your Berkshire base. Salary is £32-£34K dependant on relevant experience.
Primary Duties and responsibilities:
Design and/or own systems and processes to ensure compliance with all contractual requirements; ensure processes are accurately documented and appropriately shared.
Deliver a schedule of regular quality monitoring tasks, related to both IPS and SEQF fidelity requirements, to ensure all fidelity scores are good and higher. Agree the schedule with the Quality Manager and stakeholders.
Support the implementation and monitoring of CMS to support multiple stakeholders that fulfil Client requirements.
Record and report on the findings. Provide feedback and where necessary support to address areas for improvement. Spot trends and make proactive suggestions for solutions.
Ensuring IPS and SEQF fidelity is embedded from the onset by providing coaching, support and further training to all staff where needed, working alongside line managers. – this could be through induction as well as group and 1-1 / observations, training and audits.
Provide reports on topics requested by the Quality Manager by auditing, collecting, analysing and summarising information.
Play a role in the preparation and checking of contractual reports required by the Client.
Provide support and present during client facing quality assurance exercises
Support Quality & Compliance manger with quality frameworks such as Matrix and ISO 9001:2015
Take the lead on ensuring that Project teams are ready for any contractual audits and is fulfilling contractual obligations – for example SEQF self-assessment and IPS Fidelity Audits
Act as Safeguarding lead Palladium UKECS
Any other duties as reasonably required for the smooth running of the program.
Skills and experience:
Required
A Quality and Compliance understanding of IPS and SEQF that can be used to drive and deliver high standards within a remote team
Previous audit experience including auditing offline documentation, auditing processes and observing and monitoring live delivery
Experience of feeding back findings to a range of stakeholders, using written or verbal feedback as appropriate
Experience of working to contractually defined targets and standards
A proven track record of achieving outstanding quality and compliance on projects
Skilled in understanding contractual requirements and applying them to practical delivery
Experience of working independently to manage and deliver own workload
Experience of developing and maintaining process documentation on behalf of a team
Ability to manipulate Microsoft excel data and present the required information for analysis and reporting.
Experience with the monitoring and reporting of Case management systems
Desirable
Previous experience working within an employability and community service sector, ensuring a clear and monitored quality assurance process throughout the customer journey
Experience of building up a quality monitoring plan for a new contract
Experience of working with IT to have processes added to systems, user acceptance testing
Full clean driving licence and access to a car given the potential rural nature of the contract

Work Redbridge, the Councils employment support and job brokerage service is seeking a number of positions for Employment Specialists, to deliver our new Connect to Work programme in Redbridge. This is an exciting time as we grow the team, and we are seeking Employment Specialists who are passionate about helping others and make a genuine difference to people’s lives by supporting vulnerable adults with health, mental health and disabilities to thrive and find meaningful job opportunities or sustain their employment.
As an Employment Specialist, you will be guided by the fidelity principles of Individual Placement Support (IPS) or Supported Employment Quality Framework (SEQF) and support a small caseload of clients with holistic and personalised employment placement experience. We are looking for employment specialists who have delivered supported employment within services or co-located teams such as: NHS, Health, Mental health, Adult Social services, Drug & Alcohol, Homelessness, Domestic Abuse, Refugee & Asylum, SEND and Leaving Care.
You will have excellent motivational, communication, and attentive listening skills to build positive rapport with clients. You will also be non-judgmental, trustworthy, and empathetic towards disability, health and mental health support needs.
The role will promote economic well-being, tackle in-work poverty and reduce dependency on public sector resources, and you will work collaboratively across Work Redbridge partners, including co-location with wider Council teams, Health, and Community & voluntary sector organisations, to identify suitable residents and support them into sustainable employment.

Are you a passionate and experienced Employment Advisor dedicated to making a tangible difference in people's lives? We are seeking a highly motivated Senior Supported Employment Officer to join our dynamic Employment, Skills & Adult Learning service. This is an exciting opportunity to lead on delivering employment support for our new, high-profile Connect to Work programme.
As a Senior Supported Employment Officer, you will manage and support a caseload of clients facing significant barriers to work. Your primary goal will be to assist them in securing and sustaining high-quality paid employment that aligns with their preferences.
To be successful in this role, you will need prior experience in supporting people to access employment. You will be adept at building positive relationships with local employers, as well as key stakeholders, to generate referrals and create meaningful employment opportunities. The postholder will also work closely with individuals at risk of losing their jobs to help them retain their role, whilst also providing support to employers. You will need to be skilled at stakeholder engagement to ensure a steady flow of referrals to the programme, building positive relationships with local employers and partner organisations to create meaningful employment opportunities.
You will be joining an experienced and well-resourced Employment, Skills and Adult Learning service, adept at delivering all aspects of supported employment. We are committed to your professional development and will provide comprehensive training on the IPS (Individual Placement and Support) and SEQF (Supported Employment Quality Framework) models.

Salary: SCP Range: £44,937 – £45,852
