Employment Specialist – Connect to Work Sunderland
Location: Sunderland – this is a hybrid role with regular travel to sites across the Sunderland area.
This is a full-time permanent role (37 hours per week)
The role of Employment Specialist is to deliver a programme, providing person-centred employment support to individuals with health conditions, disabilities, and complex barriers to work.
Using a Supported Employment model (IPS or SEQF), the role holder will enable participants to explore, gain, and sustain competitive paid employment. The role will involve partnership working with Jobcentre Plus, local employers, NHS and social care services, refugee organisations, and wider community stakeholders, to create pathways into work and deliver ongoing support to ensure job retention and sustainable outcomes
The post holder will be expected to work with a caseload of 20 – 25 individuals with health conditions, disabilities, and complex barriers to work defined as wishing to gain competitive (paid) employment. The post will involve working in more than one location, travel will be required, and it is therefore essential that the role holder can travel independently within the contract defined region. It may be necessary on occasion for the post holder to work outside of standard office hours.
Person Specification:
Knowledge
Essential:
A relevant Level 4 qualification (e.g., in Information, Advice and Guidance; Health and Social Care; Supported Employment) OR equivalent, substantial experience in a related field.
A comprehensive understanding of the systemic and personal barriers faced by individuals with health conditions, disabilities, and refugee backgrounds in accessing and sustaining employment.
Labour Market Intelligence: In-depth knowledge of the local and regional labour markets, including growth sectors, employer needs, and available training opportunities
Desirable:
Understanding of Supported Employment either Individual Placement Support (IPS) principles and fidelity standards or Supported Employment Quality Framework (SEQF)
Degree level qualification in a relevant field
Knowledge of safeguarding frameworks and responsibilities
Experience
Essential:
Demonstrable experience managing a caseload of individuals with complex needs and multiple barriers, guiding them to achieve sustainable employment outcomes
Experience using coaching or motivational interviewing techniques
Proven ability to engage and influence employers to create employment opportunities
Experience working to and achieving outcome targets
Desirable:
Previous Supported Employment experience or Supported Employment trained
Sales, recruitment, or account management experience
Direct or indirect experience of supporting those with disabilities, health conditions or complex barriers to employment

Havering Works is an internal team, grant funded to provide employment support to residents who face barriers to secure and remain in work. The positions within the team are fixed term for the duration of the grant, initially for 2 years with the possibility of a short term extension. The Connect to Work (CtW) programme must deliver to externally assessed quality standards – Individual Placement Support and the Supported Employment Quality Framework. The main purpose of the role is to develop employer relationships to facilitate the employment of individuals participating on Connect to Work and similar programmes.
The postholder will be providing employers with information regarding the intentions of the programme, advice and guidance and education around Individual Placement Support and Supported Employment Quality frameworks and support available to local residents and employers; helping to close the gap of knowledge and understanding of reasonable adjustments and in-work support, including supporting employers review their risk assessment policies and legal obligations.
This includes marketing and promoting the CtW programme to employers and stakeholders across Havering, promoting the benefits of flexible and inclusive recruitment. Supporting employers with their recruitment, job carving and on boarding of participants providing both parties with individual advice and guidance and in-work support once a participant is placed.
Working closely with both the employer and Havering Works Employment Specialists when creating a bespoke placement for a particular resident as part of the job carving process
Regularly liaising with stakeholders such as the DWP and JCP staff in order to support a coordinated response for residents returning to work.
To be responsible for leading on borough wide networking and stakeholder engagement to maintain and develop lasting relationships and greater cohesive integration amongst services and partners.
To promote the employment and skills brokerage service across internal council departments and external organisations e.g. voluntary and community sector, colleges and training providers
Key skills and experience required
Employer & Stakeholder Engagement:-
Skilled at building relationships with employers, clinical teams, JCP, and other partners.
Excellent communication and networking skills with proven experience of delivering presentations to forums, partners and networks both face to face and online.
Able to advocate for IPS and navigate systems to support integration.
Understanding of IPS Principles:-
Commitment to person-centred practice.
Ability to uphold the IPS model and embedding IPS standards while adapting to Connect to Work and the individual borough context.
Resilience & Adaptability:-
Able to manage competing priorities and support colleagues through challenges.
Experience working in complex systems (e.g., health, employment, social care).
Training on fidelity – IPS and SEQF will be available.

Havering Works is an internal team, grant funded to provide employment support to residents who face barriers to secure and remain in work. The positions within the team are fixed term for the duration of the grant, initially 2 years but with the possible extension to 3 years. The Team Leader will oversee and provide case load supervision for 4 Employment Specialists working directly with residents. The Connect to Work (CtW) programme must deliver to externally assessed quality standards – Individual Placement Support and the Supported Employment Quality Framework. The successful person will have a good understanding of employment support programmes and experience in the supervision of staff. CtW requires close monitoring of client support, excellent record keeping and attention to detail, so these will be key attributes and skills for the appointee.

Ability to support and develop Employment Specialists.
Experience in reflective supervision and performance management.
Confidence in giving feedback and fostering a culture of learning and development.

The main purpose of the role is to provide specialist client facing information, advice and guidance (IAG), employment and training support to local residents in Havering who are unemployed or seeking to improve their economic well-being, completing all required grant funders paperwork and quality standards in-line with IPS and SEQF models of delivery, including providing evidence of activity and outcomes.
The successful person will have:-
Experience of supporting long-term unemployed residents into sustainable employment, supporting individuals with multiple and complex barriers, combined with previous experience of working in a target driven, employment and skills brokerage /business development environment.
Experience of helping individuals with barriers to improve their employment and job search skills is essential.
A track record of successfully engaging clients in a diverse community is also required
Experience of working in recruitment or in the Welfare to Work sector and a solid understanding of the local labour market.
Experience of employer engagement and recruitment from initial contact to securing vacancies and successfully job matching and placing clients as well as providing in-work support to support individuals to sustain employment.

Job description – Employment Advisor
We are currently looking for a number of Employment Advisor to work within our Complex need’s employment services.
Based on various internal changes we have opportunities for part-time advisors (21 hours/3 days week), Full-time Advisors (35 hours) and maternity cover opportunities.
As an Employment Advisor, you will manage a caseload of your own clients providing tailored support in line with evidence practice practices (SEQF/IPS). You will support the full client journey by following the stages of supported employment

Follow along support
Working in partnership with a range of stakeholders and partners you will generate referrals and collaborate with external services to ensure clients receive a holistic package of support.
You will provide a combination of information advice and guidance couple of practical support to clients on a one to one and group basis.
You will be based from our Croydon (with the ability to do a proportion of home working). There is a need and expectation that you will visit both our offices, community venues and partner premise each week to deliver support.
Though experience is an Employment Advisor is desirable your ability to build report and relationships with clients and employers is essential as is your belief that anyone can work with the right support.

We are recruiting a Research and Policy Manager to lead BASE’s research, evidence and policy influence at a pivotal moment for employment and inclusion reform. This senior, outward-facing role suits someone confident in shaping research and evaluation, influencing policy, building partnerships and translating insight into practical system change.
The role will lead the organisation’s research, evaluation and policy activity so that BASE’s advocacy and public voice remain credible, evidence-led, impactful and values-driven. You will play a central role in shaping how evidence informs national and local policy and practice.

About the role
The Policy and Government Affairs Lead plays a key role in shaping how BASE influences policy and systems change. You will lead day-to-day policy development and government engagement, ensuring that evidence, lived experience and practice are translated into clear, credible and compassionate policy influence.
This is an outward-facing role focused on building relationships, influencing decision-makers and ensuring that the voices of disabled people and others facing disadvantage are heard where decisions are made. Working closely with the Research and Policy Manager, you will help strengthen BASE’s role as a trusted, values-led voice in national and local policy.

Role & Responsibilities
Key Responsibilities
- Lead drafting of clear, evidence-informed policy briefings, position statements and consultation responses.
- Bring together lived experience, research and frontline practice to shape BASE's policy priorities.
- Monitor and summarise policy developments affecting disabled people and inclusive employment.
- Build and maintain constructive relationships with civil servants, ministers, MPs, advisers, local authorities and public bodies.
- Organise and support meetings, roundtables, parliamentary briefings and external events.
- Represent BASE in policy networks, coalitions, APPGs and sector forums.
- Work collaboratively with BASE members, employers and other stakeholders to strengthen collective impact.

This is an exciting opportunity to lead on delivering employment support for our Supported Employment programme.
As a Senior Supported Employment Officer, you will manage and support a caseload of clients facing significant barriers to work. Your primary goal will be to assist them in securing and sustaining high-quality paid employment that aligns with their preferences.
To be successful in this role, you will need prior experience in supporting people to access employment. You will be adept at building positive relationships with local employers, as well as key stakeholders, to generate referrals and create meaningful employment opportunities. The postholder will also work closely with individuals at risk of losing their jobs to help them retain their role, whilst also providing support to employers. You will need to be skilled at stakeholder engagement to ensure a steady flow of referrals to the programme, building positive relationships with local employers and partner organisations to create meaningful employment opportunities.
You will be joining an experienced and well-resourced Employment, Skills and Adult Learning service, adept at delivering all aspects of supported employment. Work Redbridge, the Councils employment support and job brokerage service is seeking a Team Leader to manage a team of Supported Employment Specialists to deliver our new Connect to Work programme in Redbridge. Connect to Work is a voluntary Supported Employment programme funded by the UK Government, as part of the Get Britain Working strategy. It aims to support people with disabilities health conditions, or those facing other challenges that affect their ability to get a job, to find suitable employment and progress into work. It will also help those in work but at risk of losing their job, to stay in employment.
This is an exciting time as we grow the team, and we are seeking a Team Leader who will shape our brand-new IPS and SEQF service from the ground up and help adults with disabilities and health conditions thrive in work. If you’re a strategic, passionate leader and ready to make a lasting impact, this is your opportunity to build something meaningful.
As an experienced Team leader, you will lead the team to design, implement and deliver new ways of working to meet the employment support needs of vulnerable residents. You will manage a team of Work Redbridge supported employment specialists (IPS or SEQF) to achieve positive outcomes for residents by managing the client referral and triage process, health integration, caseload management, rapid job search to secure sustainable job outcomes for residents and meet programme performance indicators.
You will have knowledge and experience of delivering supported employment practice such as Individual Placement Support (IPS) Fidelity and / or Supported Employment Quality Framework and leading the team to achieve high fidelity. The Team Leader will also manage a small caseload of clients to promote practice-based delivery through experience and learning.
