The Government will fail to create a level playing field in the competition between bidders for the Work and Health programme, according to new research published by the independent think tank Reform. Bidding has started for the Work and Health Programme, which will provide back-to-work services for long term unemployed and disabled people from October 2017.
Since April 2014, unemployed people leaving the Work Programme (the Government’s main welfare-to-work scheme) are required to participate in Help to Work. Jobseeker’s Allowance (JSA) claimants who have not secured lasting employment after two years on the Work Programme will be referred to one of three options: • Daily work search reviews – claimants attend the jobcentre daily; • Community Work Placements – claimants undertake work placements of benefit to the local community; • Mandatory Intervention Regime – claimants receive more intensive support from

It is the final report in a collaborative series with the Centre for Economic and Social Inclusion. It recommends options for the devolution of employment and skills, which LGA believes can be practicably implemented by a new or returning Government.

The Merlin Standard is a standard of behaviour which DWP prime providers are expected to adhere to in their relationship with their subcontractors. It is designed to encourage excellence in supply chain management by DWP prime providers. This ensures the fair treatment of sub-contractors and development of healthy high performing supply chains. The development of the Merlin Standard responded directly to concerns raised by DWP providers, especially those not operating as prime contractors, around potential unfair treatment within supply chains.
