BASE is a standing member of DWP's Provision Forum. The forum normally meets every few months and has a number of task groups attached. Please contact us if you have any issues that you would like to be raised as an agenda item.

NHS Commissioning Outcomes consultation

BASE is urging members to respond to a consultation on health commissioning indicators. Unlike the NHS Outcomes Framework, employment does not feature as an indicator. We believe it should.

The Clinical Commissioning Group Outcomes Indicator Set (CCGOIS) supports clinical commissioning groups (CCGs) and health and wellbeing partners to plan for health improvement by providing information for measuring and benchmarking outcomes of services commissioned by CCGs.

Disability Employment Strategy Consultation

The Government is about to announce a consultation on developing a new national disability employment strategy. BASE intends to submit proposals to the consultation and we're looking for your comments and suggestions. The strategy will cover a wide range of issues from transition to career development. Initially, we've focused on the commissioning of specialist employment support for the future and we'd like to hear your thoughts.

DWP calls for ideas on extending labour market interventions to in-work claimants

This call for ideas seeks views on how DWP can support people in work and in receipt of Universal Credit to help them increase their earnings, develop their skills and qualifications, and achieve financial independence. It also seeks views on how DWP could trial ideas that would support employers to promote training, development and progression opportunities for low paid employees who are claiming Universal Credit or tax credits, and have the potential to work more.

DfE discussion paper on traineeships

The Department for Education has published a discussion paper on traineeships and is inviting views.

Traineeships are a proposed programme to help young people aged 16 to 24 to develop the skills they need to secure Apprenticeships and other sustainable employment. For those aged 16 to 19, Traineeships would fit within broader study programmes for young people.

The DfE plans to introduce Traineeships from September 2013 alongside 16 to 19 study programmes. In January 2013, it published this discussion paper setting out initial proposals for a Traineeships programme.

Consultation on extending Right to Control

The Government has announced a consultation on whether to extend Right to Control for a further 12 months from December 2012.

Social Services (Wales) Bill

The Welsh Government is consulting on a new Social Services Bill. The proposed Social Services (Wales) Bill will provide the legislation required to take forward the change programme outlined in the Welsh Government’s white paper, 'Sustainable Social Services for Wales: A Framework for Action'.

It will also provide, for the first time, a coherent legislative framework for social services in Wales. This consultation sets out our legislative proposals for the Social Services (Wales) Bill in the following areas:

* maintaining and enhancing the wellbeing of people in need;

National Occupational Standards

The review of newly developed National Occupational Standards (NOS) for Supported Employment is now open for consultation. The standards have been drafted by BASE in collaboration with the Learning and Skills Improvement Service (LSIS).

These standards would apply across the UK and views will be sought from qualifications bodies within Wales, Scotland and Northern Ireland. We expect that a Welsh language version will be available shortly.

The standards would form a basis for developing workforce qualifications and ensuring that existing qualifications meet the sector’s requirements.

Fulfilling Potential: a new disability strategy

On 1 December 2011, the government announced a discussion with disabled people to gather suggestions for a new cross-government disability strategy.

The Government’s ambition is to enable disabled people to fulfil their potential and have opportunities to play a full role in society. To realise this ambition, we want to tackle barriers to realising aspirations and individual control, as well as change attitudes and behaviour towards disabled people.

Removing the statutory duty to deliver work related learning at Key Stage 4

The Government is seeking views on its intention to remove the statutory duty to deliver work related learning at key stage four. BASE has concerns about the potential impact that this change would have on young disabled pupils given the already low employment aspirations.
