This publication summarises the learning from work undertaken by NDTi around supporting people with learning disabilities and people with mental health problems into paid work. Conclusions include that there is:

* An overall weakness in the planning and commissioning processes
* Limited understanding amongst many commissioners of the evidence base around what works
* Inadequate actions to expand the market for employment supports
* A failure to link employment supports to the growth of individual budgets.

Paths to Personalisation in Mental Health

This guide has been produced to help all those involved understand how things will need to be done differently to make personalisation a reality for people with mental health needs. This is a whole system guide, so hopefully it will give some information, guidance and signposts for people, whoever and wherever they are. The guide provides information about what personalisation means for mental health services and supports, offers examples of what needs to be in place to make things work, and provides pointers to good practice and sources of advice and information.

Statutory guidance on JSNA and health and wellbeing strategies

To support health and wellbeing boards, the Department of Health has worked with stakeholders on producing statutory guidance, which explains the duties and powers of Joint Strategic Needs Assessments (JSNAs) and Joint Health and Wellbeing Strategies (JHWSs). The Department of Health undertook a public consultation on a draft version of the guidance which had been developed with significant input from and engagement with stakeholders across the health and social care system. The final guidance is the result of this consultation and engagement.

Second evaluation of Work Programme published

DWP has published the second in a series of research reports aiming to evaluate the Work Programme in terms of the way it is commissioned, how it is delivered, how claimants experience support and whether it leads to additional employment outcomes. This research is part of a comprehensive evaluation of the Work Programme, commissioned in 2011 to provide an independent assessment of delivery and performance.

NDTi interim report on local authority commissioning of supported employment

NDTi has published interim findings from research into the cost effectiveness of local authority and NHS investment in employment supports for people with learning disabilities and people with mental health problems.

The initial key findings include that:
* After a period of increased spend, investment in supporting people into paid work appears to have declined in 2012/13
* Many commissioners do not have access to the data they need on services they commission to ensure they are achieving best value for money

NHS Commissioning Outcomes consultation

BASE is urging members to respond to a consultation on health commissioning indicators. Unlike the NHS Outcomes Framework, employment does not feature as an indicator. We believe it should.

The Clinical Commissioning Group Outcomes Indicator Set (CCGOIS) supports clinical commissioning groups (CCGs) and health and wellbeing partners to plan for health improvement by providing information for measuring and benchmarking outcomes of services commissioned by CCGs.
