Procurement of Access to Work assessments and mental health support

DWP has advertised two tender exercises for the procurement of services related to Access to Work.

The procurement exercises cover the provision of Access to Work assessments and Access to Work mental health support services. The closing date for submission of PQQs for both is noon on 24 March 2011.

Potential providers can bid to provide the services in any number of the following 7 geographical groups: Scotland, Wales, North East England, North West England, Central England, Southern England, and London & Home Counties.

Contracts for both will be awarded on the basis of the most economically advantageous tender, which offers high quality provision to meet the diverse needs of DWP's customers and the Department.

Contract will be awarded for a period of 3 years with an option to extend for a further 2 years. Interested organisations are invited to visit the Supplying DWP website to view and download a PQQ. Those organisations that are successful at PQQ stage will then be invited to submit a tender.

Access to Work Assessments
The Department for Work and Pensions is seeking to contract with a single provider within each geographical group, to provide a quality holistic assessment following referral from an Access to Work Advisor and provide a report back to the Department.

DWP will require the specialist assessors to:
* Contact the Access to Work Customer within 24 hours of receiving a referral from the Authority, to arrange a date and
time for the assessment;
* Undertake a workplace visit to ascertain the work being undertaken by the Customer and identify their equipment and
training needs. Any recommendations should be designed to address barriers specifically related to the Customer’s disability;
* Give advice and guidance on technical and ergonomic issues, as deemed appropriate by the Authority and
* Produce a written report, using the Authority’s standard report template, which shall be returned to the Authority within 10 working days of the referral date.

Access to Work Mental Health Support
The Department for Work and Pensions is seeking to contract with a single provider within each geographical group to undertake a range of mental health support activities following referral from an Access to Work Advisor and provide an initial Action Plan, Progress Reports and Exit Report back to the Department.

DWP will require the specialist assessors to:
* Contact the Access to Work Customer within 24 hours of receiving a referral from the Authority, to initiate the mental
health support;
* Undertake a visit, at a venue agreed with the customer to ascertain and deliver their immediate and short-term support needs;
* Have an awareness of other Access to Work service provision which may be suitable to the customer and highlight these
if appropriate;
* Educate the customer’s employer, as appropriate, to enable them to provide support to the individual in the future and
* Produce a written Action Plan, using the Authority’s standard template, which shall be returned to the Authority within 10 working days of the initial contact with the Customer;
* Produce monthly Progress Reports, using the Authority’s standard template and
* Produce an Exit Report, using the Authority’s standard template within 10 working days of the end of support being delivered.
