Following extensive complaints, DWP has belatedly published a briefing paper on how financial incentives will be treated under the Work Choice programme. The briefing is very disappointing and doesn't answer many of the questions and concerns raised with DWP some weeks ago. BASE will be discussing our response with other organisations.

The CREATE Consortium is looking for 3 community organisations to become partners in a Community Allowance pilot programme that will start in April 2010. They are developing a smaller scale Right to Bid proposal for a Community Allowance pilot programme on behalf of the Department for Work and Pensions. The idea behind the Community Allowance is that community organisations can pay people in receipt of Incapacity Benefit and Employment and Support Allowance to do part time or sessional work that strengthens their community and their benefits would remain unaffected.
